What I am aiming for
I want this site to work for everyone, including people using a screen reader, a magnifier, a keyboard without a mouse, or an older phone. My target is the Web Content Accessibility Guidelines (WCAG) 2.1 at level AA. Many of the people I write to are older, so this matters more here than it would on most websites.
What has been done
- Text and background colors meet the WCAG AA contrast ratio in both the light and dark versions of the page.
- The whole page can be used with a keyboard alone, and the element you are on shows a visible outline. A "skip to main content" link comes first.
- Headings are in a real, nested order, and the page uses ordinary HTML landmarks, so a screen reader can move through it by section.
- Every form field has a label attached to it, the required field is marked for assistive technology, and the error message is announced rather than only shown in color.
- The photograph has a text description. The decorative artwork is hidden from screen readers.
- Text reflows down to a 320-pixel-wide screen and can be enlarged to 200% without losing content, because the layout uses relative sizes rather than fixed ones.
- The page works without JavaScript for reading; the language toggle and the form check are the only scripted parts.
- Animation is minimal and is switched off entirely if your device asks for reduced motion.
- Korean text is set to break between words rather than mid-word, and English and Korean sections are marked with the right language so a screen reader pronounces each correctly.
Known limits
- The news article linked under "In the news" is on a third-party website whose accessibility I do not control, and it is in English only.
- The State's own claim site, claimit.ca.gov, is run by the California State Controller's Office, not by me.
- This site has been checked by hand and with automated tools, but it has not been formally audited or tested with every assistive technology. If something does not work for you, that is a defect and I want to hear about it.

목표
화면 낭독기, 화면 확대, 마우스 없이 키보드만 사용하시는 분, 오래된 휴대전화를 쓰시는 분을 포함해 누구나 이 사이트를 쓰실 수 있도록 하는 것이 목표입니다. 기준은 웹 콘텐츠 접근성 지침(WCAG) 2.1 AA 등급입니다. 제가 편지를 보내는 분들 중 어르신이 많기에 더욱 중요하게 생각합니다.
적용한 사항
- 밝은 화면과 어두운 화면 모두에서 글자와 배경의 명도 대비가 WCAG AA 기준을 충족합니다.
- 키보드만으로 전체 페이지를 사용할 수 있으며 현재 위치가 테두리로 표시됩니다. 맨 앞에 "본문으로 건너뛰기" 링크가 있습니다.
- 제목 구조와 표준 HTML 구획을 사용해 화면 낭독기로 구역 단위 이동이 가능합니다.
- 모든 입력란에 라벨이 연결되어 있고, 필수 항목이 보조기기에 전달되며, 오류 안내가 색상뿐 아니라 음성으로도 전달됩니다.
- 사진에는 대체 텍스트가 있고, 장식용 그림은 화면 낭독기에서 제외됩니다.
- 너비 320픽셀 화면까지 내용이 재배치되고, 200%까지 확대해도 내용이 잘리지 않습니다.
- 읽는 데에는 자바스크립트가 필요하지 않습니다. 언어 전환과 양식 확인에만 사용됩니다.
- 움직임은 최소화했으며, 기기에서 모션 줄이기를 설정하신 경우 완전히 꺼집니다.
- 한국어는 단어 중간에서 줄바꿈되지 않도록 설정했고, 영어·한국어 구역에 언어 표시를 해 낭독이 정확합니다.
한계
- "언론 보도"에 링크된 기사는 제가 관리하지 않는 외부 사이트이며 영문입니다.
- 주정부 청구 사이트 claimit.ca.gov는 캘리포니아 주 회계감사관실이 운영합니다.
- 수작업과 자동 도구로 점검했으나 공식 감사를 받거나 모든 보조기기로 시험하지는 못했습니다. 불편한 점이 있다면 결함이므로 꼭 알려 주십시오.
